What attracts tourists? Well, clearly it's access to leisure facilities, landmarks and monuments. To give you an idea of what was possible before After Dark, here's an example of a 50k pop city I built 6 months ago that did have a remarkably successful transport system and tourist factor for a such a small city.
After Dark tries to mitigate tourism to a degree, but it's still not ideal. I do wish there were more of a tourist dynamic to this game too. Efficiency or practicality isn't a priority for me. In this game where it's mainly about the aesthetic and very little depth, you build features that you want to see.
Everything is worth it in my opinion if it's valuable to you in terms of what you want in your city.
